(b)Qualification requirements to be met to implement government procurement policies: 1. In accordance with Article 22 of the Government Procurement Law of the People's Republic of China, 2. Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn);

(c)本項(xiàng)目的特定資格要求：3、具有獨(dú)立承擔(dān)民事責(zé)任的能力及相應(yīng)的履約能力；
4、具有公路工程試驗(yàn)檢測(cè)機(jī)構(gòu)綜合類(lèi)等級(jí)證書(shū)或公路水運(yùn)工程質(zhì)量檢測(cè)機(jī)構(gòu)資質(zhì)證書(shū)（公路工程-乙級(jí)及以上和公路工程-橋梁隧道工程專(zhuān)項(xiàng)）；
5、具有省級(jí)及以上質(zhì)量技術(shù)監(jiān)督部門(mén)頒發(fā)的檢驗(yàn)檢測(cè)機(jī)構(gòu)資質(zhì)認(rèn)定證書(shū)（CMA）；
6、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為采購(gòu)項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得再參加該采購(gòu)項(xiàng)目的其他采購(gòu)活動(dòng)；
7、本項(xiàng)目專(zhuān)門(mén)面向小微企業(yè)采購(gòu)；
8、符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)****
9、本次招標(biāo)接受聯(lián)合體投標(biāo)，不允許合同轉(zhuǎn)讓與分包。
